Choosing a Roofing Contractor
Your roof is an important and valuable asset. You shouldn't trust it to just anyone. Before hiring a Roofing Contractor, you should:
  • Have the roofing contractor provide you with a list of references including former customers in your area.
  • Obtain the Contractors State License Number. A "C-39" license designates the classification for roofing. A "B" license designates the classification for a General Contractor. Call the Contractors State License Board to verify that the license is classified as "C-39" or "B" and is current and in good standing. The phone number is 800-321-2752.
  • Require that the contractor provide you with Certificates of Insurance for both liability and Worker's Compensation. Do not allow work to begin until he has furnished such certifications.
  • Inform the contractor that you will not make any payments until he provides material and labor lien releases. This is necessary to protect you and your property against unjust claims should the contractor not pay his bills.

Be Cautious
If a roofer asks for a substantial down payment prior to starting the job, be cautious. The instances of roofers who receive large down payments and do not return to perform the work are far too common.  Do not allow this to happen to you!

In some cases, small down payments are acceptable, but only when there is strong assurance that the roofer will perform the work. Do not issue full payment for the job until all of the work has been completed. If the job is lengthy, progress payments can be issued. But, be certain that the progress payments do not exceed the amount of work actually performed.

Be certain that you have a written contract which states exact amounts including payment schedules. Do not rely on verbal promises.

If there is a problem with any of the above items, do not hire the contractor in question. Protect yourself and your assets!

Beware of the Risks
The State of California requires that anyone who contracts to perform roofing services exceeding $300.00 (including labor and materials) must have a valid California State Contracotrs License. This law was designed to protect you! It was implemented for good reasons. If someone performs this service without such a license, he is breaking the law.

In most cases, unlicensed roofers do not carry either Worker's Compensation Insurance or Liability Insurance. Normally they are not bonded. The lack of these qualifications can cause you grave consequences. When the roofer is unlicensed, you are considered to be their employer. If an accident or injury occurs, you could be held liable (not only for medical costs, but also for potential law suits). Roofing is a dangerous business. Don't assume a potentially devastating liability by hiring an unlicensed roofer.

When reroofing is performed, City or County permits are usually required. In most cases, unlicensed roofers cannot obtain these permits. Reroofing without these permits can be illegal and can sometimes result in serious consequences.Protect yourself by following the proper procedures which a qualified, licensed roofing contractor can provide.

Important Questions to Ask the Contractor
Does he have a current roofing contractor's license issued by the State of California and a current city license (where applicable)?

Does the Contractors State License Board verify that the license is issued for roofing ("C-39"), is currently renewed and is good standing? A "B" license for General Contracting is also acceptable under some conditons.

Does he have both Liability and Worker's Compensation Insurance and can he furnish original Certificates of Insurance for each? (Photocopies should not be accepted!)

Can he provide you with a list of former customers?

Have you checked with a local organization supporting the roofing industry, such as the Roofing Contractors Association of Southern California?

Is payment upon completion?

Will he furnish a written contract with explicit payment instructions and total price?

Will he furnish you with his own guarantee?

Will he furnish you with a manufacturer's warranty?

Is he going to obtain required reroofing permits? Be leery of the roofer who asks you to obtain these permits!
